PE (Civil) – NCEES, Seismic Principles and Engineering Surveying Examination Seminars


Irvine Institute of Technology is celebrating its 37th year of providing outstanding nationwide PE (Civil) license review seminars. Dr. C.V. Chelapati, President of Irvine Institute of Technology (IIT), an educator and a professor, has been providing these comprehensive review seminars since 1973 while employed at California State University, Long Beach and later through PEDP, CPEI, CPEE and IIT. IIT programs are approved by the BPPVE, State of California. CEU certificates are awarded to those who complete the seminars.

Our comprehensive seminars are taught by noted experts and practitioners specializing in the subjects they teach. The seminars utilize our own 9-volume PE (Civil) workbooks along with applicable codes and standards as references. Over 30,000 engineers have already taken these seminars or purchased our publications.

We offer many convenient options for students to gain the knowledge needed to pass the PE (Civil) license exam.

Besides benefitting from our books, engineers can attend seminars either live in our Irvine auditorium, or off-site live through our online webcast. Archived seminars are available 24/7, and can be accessed from any part of the world. These past seminars are available online free to all enrolled students, allowing students to begin reviewing the books and referring to past seminars as soon as they register, even before the current semester begins.

Seminar Details


Ours are the most comprehensive seminars available anywhere – 90 hours for all five depth areas supported by seven PE (Civil) workbooks for NCEES examinations.

All P.E. (Civil) programs are offered on Saturdays and Sundays from 9:00 AM to 4:00 PM live at 8659 Research Drive, Irvine, CA 92618. There are two 15 minute refreshment breaks – one at 10:30 AM and one at 2:30 PM – and a lunch break from 12:00 to 1:00 PM. Please arrive at the 8659 site at about 8:30 am on the first day to pick up the manuals.

Seminars are taught by experts in our hi-tech auditorium equipped with the latest Audio Visual equipment, including 9 foot by 12 foot viewing screens, a Tablet PC and live video-web-casting hardware and software. The PE seminars are comprehensive and practical to cover a vast amount of material efficiently, and are far superior to other seminars who present ‘quickie’ approaches.

The semester is divided into 7 modules with two days of instruction each, and a Construction module running for three days. The six 2-day modules are $235.00 each; the 3-day Construction Module is $335.00. Each module is supported by one workbook.

Students taking our seminars also have free access to ‘archived’ seminars for further preparation. Those registered have two hours of free access to last semester archives as well as to upcoming archives, enabling registrants to start preparing for the exam immediately upon registration. Enrolled students will also receive two free hours of archive time per module. Seminars and books can now be purchased separately. Off-Site Live Webcast Details


All seminars offered live at 8659 are simultaneously webcast across the world. Webcast in our terminology means that all live seminars offered in Irvine can be seen simultaneously off-site from a students’ home or office through a high–speed internet connection (Cable Modem or DSL), using the ADOBE Breeze Connect Pro webcasting system.

On your computer screen, you will see a large main window and three smaller side windows. Manual pages are displayed on the main window with audio of the instructor transmitted through computer speakers. No phone connection is needed. A Wacom tablet enables the instructor to make notations on the pages as necessary, which are then recorded into the archived lecture.

Real-time video of the instructor is seen on the top most left side window. The middle window shows the names of off-site live students viewing the lecture. The bottom window shows a ‘chat box’ where the off-site live students can send messages to the staff. These messages are viewed by an assistant at IIT. The instructor normally reviews the messages during breaks and comments as necessary.

Archive Details


All recorded seminars are ‘archived’ online and can be accessed 24/7. Any registrant can view both the current and past semester programs, allowing a student to go back and review lectures on the web at any time. The technology used by IIT is very advanced and is not offered by other schools. This is a fantastic opportunity for those who are motivated to learn and want more time to study and benefit ahead of the seminar dates.

Each seminar is recorded in four parts

AM1 – 9:00 AM to Coffee Break | AM2 – Coffee Break to Lunch Break
PM1 - 1:00 PM to Coffee Break | PM2 – Coffee-Break to 4:00 PM

All students who enroll in the seminars (either live or off-site) will receive two hours of free archive time per module. If you must miss a seminar due to unforeseen circumstances, arrangements can be made for additional archive time to be given.

Those who only purchase books can also access archived seminars. One hour of free access is given if requested. Additional archive time can be purchased at $20.00 per hour.

Workbooks and Manuals


Our complete set of 9 workbooks total 5,000 pages based on ICC 2006 and CBC 2007. All volumes of manuals, now in their tenth edition, are based on current code and are designed for the revised NCEES 2008 syllabus and Multiple Choice exams. The sixth edition manuals are offered now at 50% discounts for those who wish to learn the subject matter while they last. The Table of Contents of the manuals and workbooks can be seen on our website.

If you register early, you can either pick-up or have your workbooks shipped to you at $5.00 per book.

PE (Civil) License Exam – NCEES (8 hours) Details of PE (Civil) are available on the NCEES website – www.ncess.com. Since the April 2008 examinations, NCEES has changed the exam specifications to include new codes and new options. Please refer to their website for complete details.

PE (Civil) registrants taking IIT seminars must order the NCEES publication - 2008 PE (Civil) Sample Problems and Solutions’. This publication contains a sample of 20 AM Breadth problems and 20 PM Depth problems for each of the five areas. It also contains references used for the exams as well as Design Standards. It is a requirement for IIT registrants who are planning to attend our seminars to buy this publication. Because of strict copyright issues, we cannot print these problems in our manuals but we will be discussing the solution techniques to these problems in our seminars. It is also very difficult for us to delineate what is breadth and what is depth, so we are differentiating by the fives areas instead.

Here is a summary of changes to the exams since April 2008


  • A new Construction option has been added
  • Previous depth options Environmental and Water Resources have been combined into one option
  • In the morning portion of the examination, examinees must now do problems in all five areas
  • In the afternoon, more ‘primary depth’ problems have been added and examinees must now be familiar with three depth areas (one ‘primary’ and two ‘secondary’)

In summary, the 80 problems given are divided as follows


Morning (AM) Breadth Portion: 40 problems | All required

All examinees during the AM session must answer eight (8) questions from each of the five areas

  • Construction (8) Geotechnical (8) Structures (8) Transportation (8) and Water Res and Env (8)

Afternoon (PM) Depth Portion: 40 problems | Examinees must select one ‘primary’ depth area only depending on their experience. There are now more problems than before in each of the primary depth areas

  • Construction Area: Construction related | 36 Problems | Other areas | 4 Problems
  • Geotechnical Area: Geotechnical related | 35 Problems | Other areas | 5 Problems
  • Structures Area: Structures Related | 35 Problems | Other areas | 5 Problems
  • Transportation Area: Transportation Related | 30 Problems | Other areas | 10 Problems
  • Water Resources and Environmental: WRE Related | 39 Problems | Other areas | 1 Problem

Although we recommend that all registrants take the full 90 hour semester, another option for those who chose not to is to take at least three areas and prepare well. Those who do not attend the whole semester can also buy the books on other subjects separately for further preparation.

‘Design Standards’ are lists of publications which the NCEES examiners reference for the examinations. Specific ‘Design Standards’ are identified for three of the five depth areas.

  • Structural
  • Transportation

For the exams, examinees must be familiar with all the references cited in the design standards. Students can determine for themselves how many of these standards to know and how many to take to the exams.
